A way to think about a preorder: A preorder can be thought of as a hierarchy that determines between what states an allowed operation exists, and hence what states are more resourceful then others.

Static Resource Theory: A resource theory where the underlying objects are quantum states.

Dynamic Resource Theory: A resource theory where the underlying objects are quantum channels.

Universal: A set of quantum operations is said to be universal if any unitary can be created through some combination of the set of operations.
